§ 230-85. Declaration of public purposes.

It is hereby determined and declared by the legislature of the State of Florida that all of the powers conferred upon the district and the county by this act [article], and the exercise of such powers or any of them, constitute and are proper public purposes and are for the welfare and benefit of the district and its inhabitants.
