§ 226-55. Declaration of health hazard.
The legislature finds and declares that because of the contour and elevation of Volusia County and the high groundwater table in said county, the dumping or burying of garbage and other waste matter and the use of sanitary landfill as a means of disposal of garbage and other waste matter has created a serious menace and hazard to the health, safety and welfare of the inhabitants of said county and should be diminished as fast as possible and entirely eliminated as soon as other safe and adequate facilities are provided for the disposal of such garbage and other waste matter.
