§ 226-54. Article additional and complete authority.

That the powers conferred by this act [article] shall be in addition and supplemental to the existing powers of the county, and this act [article] shall not be construed as repealing any of the provisions of any other law, general or local, but to provide an alternative and complete method for the exercise of the powers granted in this act [article]. Such waste collection and disposal system may be constructed, acquired or improved, and bonds or other obligations issued pursuant to this act [article] without regard to or necessity for compliance with the limitations or restrictions contained in any other general, special or local law.
