§ 94-31. Designated; criteria for designation of additional roadways.

  • (a)

    Based upon the natural vegetation, tree canopy, overall landscape composition, nearness to water bodies or historical significance, the following county-maintained roads, either in the unincorporated or incorporated area of the county, are hereby designated as scenic roads:

    (1)

    Highbridge Road: Walter Boardman Lane to SR A-1-A.

    (2)

    Lakeshore Drive/Enterprise-Osteen Road: DeBary Avenue to Reed Ellis Road.

    (3)

    Old Dixie Highway: Tomoka River Bridge to I-95.

    (4)

    Walter Boardman Lane: Old Dixie Highway to Highbridge Road.

    (5)

    Grand Avenue: Plymouth Avenue to Mud Lake Road.

    (6)

    Riverside Drive/Beach Street: Third Street in the City of Holly Hill, Florida, to State Road 40.

    (7)

    North and South Beach Street in the City of Ormond Beach, Florida, to Tomoka River Bridge.

    (8)

    John Anderson Drive: North city limits of Ormond Beach to Highbridge Road.

    (9)

    Lake Winnemissett Drive, in its entirety.

    (10)

    Halifax/Riverside Drive, between Dunlawton Avenue (SR 421) and Niver Street.

    (11)

    County Road #4139, from the northern city limit of the City of Lake Helen where it crosses north Summit Avenue to the Interstate 4 overpass on Cassadaga Road.

    (12)

    East Kicklighter Road, from County Road #4139 to a point 1,000 feet west of the centerline of Lake Helen-Osteen Road where it intersects with East Kicklighter Road.

    (b)

    By amending this article, the county council may designate additional scenic roadways. In evaluating additional roads which may be designated as scenic roads, the planning and zoning department and public works department shall utilize the following criteria in selecting said roads:

    (1)

    Type of natural vegetation, including canopy overhang, overall landscape composition, age and general health;

    (2)

    Nearness to a body of water;

    (3)

    Areas of historical significance;

    (4)

    Areas of archaeological significance;

    (5)

    Unspoiled character of the area;

    (6)

    Conversion of undeveloped land urban uses; and

    (7)

    Relationship of the road to the comprehensive land use plan.

    Before such designation, the planning and zoning department, in cooperation with the public works department, shall prepare a report to the county council offering recommendations on such designation based on the criteria described in this section.
