These zoning regulations have been prepared and adopted by the Volusia County Council
with due consideration to existing conditions and future conditions and the Comprehensive
Plan for Volusia County adopted by the Volusia County Council.
These regulations are enacted to prevent undue traffic congestion; to secure safety
from fire; to promote public health, safety, and welfare; to provide adequate light
and air; to prevent rural urbanization; to retain productive agricultural areas; and
to facilitate the provision of essential governmental services, such as transportation,
water, sewage disposal, schools and parks.
These regulations are also designed to preserve the character, appearance and aesthetic
qualities of Volusia County by regulating the erection, maintenance, size, height
and number of signs which may be permitted in certain areas of the county and to ensure
that such signs do not have a detrimental effect on the character, appearance and
property values of the county. With respect to sign regulations, this article is intended
to be content neutral and to allow the county to rationally plan its physical surroundings
in such a way that visual blight is minimized and that no sign constitutes a traffic
or safety hazard.
