The county, recognizing that providing for the visual arts is a basic service to all
citizens, hereby establishes this article authorizing the allocation of funds for
art in the construction budgets of county building projects. The county further recognizes
that by emphasizing the aesthetic, informational, educational, cultural and/or historical
aspects of public buildings and spaces, substantial benefits will be gained by encouraging
works of art to be included in private developments, and by expanding the historical,
cultural and creative appreciation of its citizens. The county art in public places
program shall address the repair, remodeling and/or reconstruction of appropriate
county buildings with appropriate public places and spaces to which the public has
access during normal operating hours. The art in public places program shall be implemented
only in county buildings exceeding a total construction cost of $500,000.00.
