Chapter 34. CIVIC AND CULTURAL AFFAIRS |
Article II. ART IN PUBLIC PLACES |
§ 34-31. Definitions.
The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Architectural enhancement means the physical result of the application of skill and talent according to aesthetic principles to the architectural embellishment of a building, or the placement of works of art in the interior or exterior spaces of the building.
Committee means the arts selection committee.
Construction cost includes the architectural and engineering fields, site work, and contingency allowances. It does not include land acquisition costs or subsequent changes to any construction contract costs, including but not limited to architectural and engineering costs.
County building project means any appropriate project paid for wholly or in part by the county to construct or alter any public buildings, including but not limited to decorative or commemorative structures, parking facilities or appropriate buildings.
Cultural arts advisory board. The board will provide guidance to the arts selection committee, but in no way will the board be involved in the deliberations of the committee except for the one member of the cultural arts advisory board to serve on the selection committee. However, the cultural arts advisory board will provide comment on procedures, criteria, and methods used by the selection committee. The board will also be tasked with the creation of an art in public places master plan which will be presented to the county council for approval.
Public building means and includes that part of appropriate buildings owned and operated by the county, to which the public has access during normal operating hours. Access by the public shall be presumed except to those portions of building to which access is prohibited. The term "public building" shall include open spaces which are an integral part of the building such as atriums or courtyards and shall include the open space around or about the outside of the building except as set forth in this article.
Renovation means major redesign of a building or a portion of a building which is included in the county's capital program budget and which requires a building permit from the appropriate governmental jurisdiction. It shall not include repairs, maintenance or the installation of mechanical equipment.
Works of art means the application of skill and talent to the design of places and spaces and production of tangible objects according to aesthetic principles, including but not limited to paintings, sculptures, engraving, carvings, frescos, mobiles, murals, collages, mosaics, statues, bas-reliefs, tapestries, photographs and drawings, and are deemed not to be fixtures.
