§ 110-116. Preparation of the tentative assessment ordinance.
(a)
When the council shall determine to undertake the acquisition or construction of a project pursuant to sections 110-112 or 110-115 of this article then the council shall so declare by ordinance. The council shall prepare a tentative assessment ordinance ordering the acquisition, construction or reconstruction of assessable improvements constituting an individual project or several projects, indicating in general, the location (the location may be established by reference to boundaries or a map or by reference to the improvement area) and description of such improvements, which shall be sufficient to enable the assessment coordinator to prepare the preliminary plans and specifications of such improvements as described in this section. The tentative assessment ordinance may also state the portion, if any, of the project to be paid by the county and shall state the estimated costs of the project, if available, and the method of assessment. The improvements constituting the project or projects need not be contiguous and may be in more than one locality or street. The tentative assessment ordinance ordering any such improvement may give any short and convenient designation to each improvement ordered thereby.
(b)
The estimated costs of the project shall include, in addition to the estimated costs of the project, an estimate of the cost of surveys, inspection and superintendence of the project; the preparation of the plans, specifications and estimate; the printing and publishing of notices and proceedings; the preparation and recording of the assessment rolls and liens; the preparation and issuance of bonds or notes; overhead and administrative costs; and any other expenses attributable to the project.
(c)
For any project that has not yet been constructed, the assessment coordinator shall, as soon as possible after the passage of the tentative assessment ordinance, prepare or cause preparation of, preliminary plans, specifications and cost estimates for the improvements constituting the project. The plans and specifications need only be in sufficient form to enable the assessment coordinator to estimate or cause estimation of the costs of the project and prepare the tentative assessment roll. The assessment coordinator shall not be required to prepare preliminary plans and specifications for improvements previously constructed, but shall in lieu thereof provide a general description of the nature and location of such improvements.
