§ 226-57. Service districts; grant of permits or licenses.

  • The board of county commissioners may divide all or any part of the area in Volusia County which does not lie within the limits of any municipality into districts for the purposes of garbage collection or disposal services, or both such collection and disposal services, and, subject to covenants or agreements with bondholders, may grant exclusive or nonexclusive permits or licenses to persons, firms, or corporations for the collection or disposal of garbage and other waste matter, or both such collection and disposal within such districts, or any or all of said districts, or for the entire unincorporated area of Volusia County, for a period of not to exceed ten years upon such terms and conditions as said board may see fit. Such permits or licenses may be granted after negotiation or, within the discretion of the board of county commissioners, after sealed bids have been publicly received and opened by the board of county commissioners.
