That the fees, rentals or other charges to be established and collected for the facilities
and services of such waste collection and disposal system, when constructed, acquired
or improved as provided in this act [article], shall not be subject to supervision,
regulation or control of any bureau, board, commission or other like instrumentality
of the state.
