§ 226-35. Declaration of policy.

The powers and purposes enumerated in section 226-26 hereof constitute proper county purposes for the benefit and welfare of the inhabitants of said county and it is hereby found and declared that in the construction, acquisition, improvement, maintenance and operation of said waste collection and disposal system, said county will be exercising essential and proper governmental functions.
