§ 86-42. Noncompetitive division.

(a)

The noncompetitive division shall consist of unskilled manual laborers and such other classifications for which the human resources director, with the concurrence of the personnel board, determines that competitive examination is impractical.

(b)

Positions in the noncompetitive division may be filled without competitive examination but after such tests of fitness as the human resources director may determine to be appropriate and after certification by the human resources director that applicants meet the qualification standards for the position.
