§ 86-41. Competitive division.

(a)

The competitive division shall consist of all positions in the classified service except those positions specifically designated as in the noncompetitive division.

(b)

Permanent positions in the competitive division shall be filled through competitive examination or through reinstatement, layoff list, transfer or demotion except as may be otherwise provided in this article.
