§ 86-621. Philosophy and policy.
(a)
The state has enacted legislation, which is fully endorsed and supported by the county, which states that public records are the public's business, and that any citizen has the right and the privilege of access to any records maintained by a public agency, with certain specified exceptions.
(b)
In accord with this philosophy, any records of the human resources division, except those expressly exempted by law, shall be open to the public during normal working hours in accordance with reasonable rules set forth to ensure the safety and security of the records, and to provide for minimal disruption of public business.
