§ 86-551. Policy.

It shall be the responsibility of the human resources director in cooperation with department directors, employees and others to foster and promote programs of employee development and training for the county service and in-service training of employees for the purpose of improving the quality of service rendered to the public, and of aiding employees to equip themselves for advancement in the county service.
