§ 86-370. Transfers.

  • (a)

    A position may be filled by transferring an employee from a position in the same class or in a different class in the same pay range involving the performance of similar duties and requiring essentially the same basic qualifications.

    (1)

    Intradepartmental transfer.

    a.

    An appointing authority may transfer an employee from one position to another position in the same class at any time.

    b.

    Transfer of an employee from a position in one class to a position in another class may be made only between classes in the same pay range, and only in the absence of a layoff list and departmental promotional list, and provided the human resources director certifies that the employee meets the minimum qualifications for the class.

    (2)

    Interdepartmental transfer.

    a.

    A transfer of an employee from a position in one department to a position in the same class in a different department may be made in the absence of a layoff list.

    b.

    A transfer of an employee from a position in one department to a position in a different class in another department may be made in the absence of a layoff list or a departmental or countywide promotional list.

    c.

    Such transfers are subject to the approval of the human resources director that the employee meets the minimum qualifications for the class.

    (b)

    The human resources director shall determine whether a probationary period is to be served when an employee transfers from a position in one class to a position in another class.
