§ 72-1308. Parking and access management.

  • Off-street parking areas and access to the property shall be developed in accordance with chapter 72, and the following additional regulations:

    (1)

    Developers are encouraged to enter into shared parking agreements to reduce large expanses of unused parking areas.

    (2)

    Any spaces provided in excess of the minimum number of required spaces shall be constructed of pervious pavement to address important environmental issues and support sustainable growth by recharging groundwater and reducing stormwater runoff. Such materials may include stabilized grass, porous concrete or brick pavers to be approved by the development review committee (DRC).

    (3)

    Development located adjacent to SR 415, Doyle Road, or any other collector/arterial roadway that may be so designated by Volusia County, shall not locate parking areas between the front lot line and building frontage.

    (4)

    Parking areas shall be designed to connect to adjacent properties via a dedicated access easement.

    (5)

    The shared access connection shall be built to the shared property line in accordance with the Land Development Code, article III.

    (6)

    Provide convenient, safe, and continuous on-site pedestrian circulation such as sidewalks and crosswalks connecting buildings, parking areas, and existing or planned public sidewalks.

    (7)

    Provide a minimum number of curb cuts and/or implement shared access connections.

    (8)

    Development shall coordinate plans to implement the Transit Development Design Guidelines, published by Votran in 2008.
