§ 72-1. General rules of interpretation.

  • The following general rules of interpretation shall apply:

    (1)

    The present tense includes the future.

    (2)

    The singular number includes the plural, and vice versa.

    (3)

    The word shall is mandatory; the word may is permissive.

    (4)

    Reference in one section of this article to another section of this article by section number shall include all subsections within that section.

    (5)

    Merriam Webster's Collegiate Dictionary (G & C Merriam Co. 11th Edition) shall be used for the definition of any words not defined in this article.

    (6)

    Any reference in this chapter to a defined word or phrase shall be interpreted and applied to refer to the word or phrase as defined in section 72-2, unless such word or phrase is specifically defined in a division.
