This division shall not be construed to prevent the doing of any act necessary to
prevent material harm to, or destruction of, real or personal property as a result
of a present emergency, including but not limited to fire, infestation by pests, or
hazards resulting from violent storms or hurricanes, or when the property is in imminent
peril and the necessity of obtaining a permit is impractical and would cause undue
hardship in the protection of the property.
