§ 50-31. Definitions.

  • The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Board means the pollution control board of the county.

    Pollution means the presence in the outdoor atmosphere or water of any substance in quantities, condition or manner which may be harmful or injurious to human health or welfare, to animal or aquatic life, or to marine life, or which unreasonably interferes with or may interfere unreasonably with the enjoyment of life or property, or the future use and enjoyment thereof for all legitimate purposes.

    Water means and includes but is not limited to any and all rivers, streams, creeks, lakes, ponds, impounding reservoirs, springs, wells, marshes and all other bodies of surface or underground water, including but not limited to fresh, brackish, saline or tidal, situated wholly or partly within or bordering upon the county.
