The county council, or any aggrieved person, may have recourse to such remedies in
law and in equity as may be necessary to insure compliance with the provisions of
this article, including injunctive relief to enjoin and restrain any person from violating
its provisions. If the county prevails in any such litigation, whether by judicial
decree or by settlement, it shall be awarded all of its costs and expenses, including
a reasonable attorney's fee, in addition to any other relief awarded or obtained.
