§ 2-303. Purpose.

It is hereby determined and declared that the purpose of this division is to provide a financing device which will aid the county in financing the costs of capital improvement projects. It is hereby further determined and declared that the financing of such capital improvement projects is a proper and appropriate county purpose for the county.
