§ 2-277. Unauthorized purchases.

(a)

Except as provided in this division, it shall be unlawful for any county officer or employee to order the purchase of any materials, supplies, equipment or professional or contractual services or to make any contract within the purview of this division other than through the purchasing director. Any purchase order or contract made contrary to the provisions in this division shall not be approved, and the county shall not be bound thereby.

(b)

This section shall not apply to any emergency purchase which is subsequently approved by the county manager upon justification by the using agency.

(c)

No contract or purchase shall be subdivided to avoid the requirements of this division.
