§ 2-63. General rules of procedure.

  • (a)

    Parliamentary rules for the county council are basically as outlined in Robert's Rules of Order:

    (1)

    Courtesy to all.

    (2)

    Justice to all.

    (3)

    One thing at a time.

    (4)

    The rule of the majority.

    (5)

    The rights of the minority.

    (6)

    Partiality to none.

    (b)

    A decision of the council shall be made by a majority vote or as otherwise specified in the Charter or state law.

    (c)

    After voting has begun, a councilmember does not have the right to the floor.

    (d)

    Resolutions may be adopted when first presented by a majority vote. However, upon motion made to postpone consideration of the resolution, the chair shall call for an immediate vote as to such postponement and, if carried by a majority of those present, vote on the resolution shall then be delayed until the next regularly scheduled meeting. Upon such motion to postpone, debate shall be limited only to the propriety of such postponement.

    (e)

    The meeting is adjourned only after declared by the chair.
