§ 26-51. Purpose and intent.

The county has an economy that is strongly dependent on tourism. Various internationally-recognized and regularly scheduled public events are held here, including Speed Weeks, Bike Week, the Pepsi 400, and Biketoberfest, which draw many visitors and itinerant merchants to Volusia County.

Volusia County is charged with the protection of the public health, safety and welfare. Therefore, it is the county's responsibility to regulate itinerant merchants and to require itinerant merchants to be licensed as provided in this chapter.

The intent of this article III is to provide for that regulation and licensing.
