§ 22-41. Policy and intent.
The County of Volusia deems it necessary in the interest of the public health, safety and welfare to regulate the construction industry. It is the policy of the County of Volusia that the purpose of regulation is to protect the public by attaining compliance with the policies established in law. Fines and other penalties are provided in order to ensure compliance; however, the collection of fines and the imposition of penalties are intended to be secondary to the primary goal of attaining compliance with this chapter.
