§ 20-296. Manner and conduct of solicitation.

  • All solicitation shall be conducted between 8:00 a.m. and 7:00 p.m. each day in a manner that is consistent with the public's use of the beach as a passive and active recreational facility and the public's expectation of traffic and parking management measures that enhance beach users' safety. Pursuant thereto, no person shall:

    (1)

    Solicit a person whose eyes are closed.

    (2)

    Solicit an occupant of a moving, stopped or parked vehicle.

    (3)

    Touch a person without consent during a solicitation.

    (4)

    Continue a solicitation after a negative response from the person solicited.

    (5)

    Impede free movement of any person.

    (6)

    Signal, direct or hail any operator or passenger of any vehicle.

    (7)

    Solicit using any loud sound, vociferous speech, boisterous conduct or profane or vulgar language.

    (8)

    Solicit from a vehicle.
