§ 20-4. Policy.
The county council finds that the Atlantic Ocean beach is and should be managed as an enormous public park open to all the people. Local government policy toward the beach should be guided by the recognition that proper management of the beach is vital to the economic development of the county and that all reasonable competing uses of the beach must be protected and balanced. The highest value should be given to protecting and enhancing the quality of life of and on the beach and the public right of access to the beach in order to enjoy the beach as a source of pleasant, safe, clean and wholesome recreation.
