The county, as a function of its governmental and proprietary status as the owner
and operator of the Daytona Beach International Airport, hereby imposes this car rental
customer facility charge as a user fee to support the costs of financing, planning,
designing, constructing, equipping, operating, and maintaining rental car facilities
serving the airport, including any and all associated infrastructure improvements
made in connection therewith.
