The county will at all times use reasonable care to provide continuous service, and,
having used reasonable care, shall not be liable to the consumer for failure or interruption
of continuous service. The county shall not be liable for any act or omission caused
directly or indirectly by strikes, labor troubles, accident, litigations, breakdowns,
shutdowns for repairs or adjustments, acts of sabotage, enemies of the United States,
wars, United States, state or other governmental interference, acts of God or other
causes beyond its control.
