§ 110-39. Consideration of proposed ordinance and hearing to consider assessment roll.

  • (a)

    Upon completion of the assessment roll pursuant to section 110-38, there shall be published once in a newspaper of general circulation in the county a notice stating that such an assessment roll has been completed and is on file in the office of the county manager and open to public inspection. Said notice shall also state that at a regular meeting of said council, when the proposed ordinance is considered, on a certain day and hour, not earlier than 15 days from said publication, said council will hear all interested persons regarding the proposed ordinance and assessments contained in the assessment roll.

    (b)

    At the time and place designated in the notices, the council shall conduct a public hearing on the proposed ordinance and assessment roll and may adopt or reject the same as provided by law. At this hearing, the council shall either annul or sustain or modify in whole or in part the assessment roll, either by confirming the assessment against any or all units, lots or parcels described therein, or by cancelling, increasing or reducing same. The assessment roll shall then be delivered to the finance department, and such assessment shall be final and conclusive.
