Article II. SPECIAL SERVICE DISTRICT ESTABLISHMENT AND OPERATION |
§ 110-36. Preparation of ordinance.
(a)
When the council shall determine to initiate a service district pursuant to section 110-32 or 110-35, it shall so declare by ordinance stating the nature of the proposed services, the total estimated initial cost of such services prior to maintenance, the projected first-year or annual maintenance cost for such services, the method of payment of maintenance cost for such services, the method of payment of assessments for such initial service cost prior to maintenance, the annual installments, and the legal description of the proposed district.
(b)
The estimated cost of the service shall include, in addition to the estimated initial cost of the services prior to maintenance, an estimate of the first-year or annual maintenance cost, an estimate of the cost of preliminary and other surveys, inspection and superintendence of the work, the preparation of the plans, specifications and estimate, the printing and publishing of notices and proceedings, the preparation and recording of the assessment rolls and liens, the preparation and issuance of certificates, overhead and administrative costs, and any other expenses attributable to the service.
(c)
Should the initial services or improvements required prior to maintenance exceed the ten-year total of the projected or estimated cost, a special assessment district will be required and created by ordinance.
