§ 106-96. Prima facie evidence of accumulation of waste.
The fact that any residential improved real property that is located within the district is designed for occupancy, or is capable of being occupied, shall be prima facie evidence that solid waste is being produced or accumulated upon such property. Collection special assessment charges, when applicable, may be levied against newly constructed residential property as a lien immediately following the initial connection of permanent electric utility service or whenever the first solid waste is collected from said property by authorized collectors of the county, whichever occurs first.
