The county council shall adopt by resolution a county affordable housing incentive
plan. The plan shall, at a minimum, consist of specific initiatives encouraging and
facilitating affordable housing, scheduling the implementation of the initiatives,
and scheduling implementation of expedited permit processing for affordable housing
projects, and shall include a process for review of local policies, ordinances, regulations
and planning provisions that significantly impact the cost of housing. The county
council shall, upon adoption of the plan, send a certified copy of said plan to the
state housing finance agency.
