§ 102-36. Affordable housing advisory committee.
(a)
Creation . There is hereby created the Volusia County Affordable Housing Advisory Committee.
(b)
Membership . The committee shall consist of eight members, each of which shall be an elector of the county. Five members shall constitute a quorum. Unless otherwise provided herein, members may reside in either the incorporated or unincorporated areas of the county. The committee shall include one representative from at least six of the following categories: (i) a citizen who is actively engaged in the residential home building industry in connection with affordable housing; (ii) a citizen who is actively engaged in the banking or mortgage banking industry in connection with affordable housing; (iii) a citizen who is a representative of those areas of labor actively engaged in home building in connection with affordable housing; (iv) a citizen who is actively engaged as an advocate for low-income persons in connection with affordable housing; (v) a citizen who is actively engaged as a for-profit provider of affordable housing; (vi) a citizen who is actively engaged as a not-for-profit provider of affordable housing; (vii) a citizen who is actively engaged as a real estate professional in connection with affordable housing; (viii) a citizen who actively serves on the local planning agency pursuant to Section 163.3174, Florida Statutes; (ix) a citizen who resides within the unincorporated areas of the county; (x) a citizen who represents employers within the county; or (xi) a citizen who represents essential service personnel, as defined in the local housing assistance plan. The county council shall appoint a member, upon nomination of a council member. Each district member and the at large member shall each make one nomination. The county chair shall make two nominations. No elected official, appointed state, county or municipal office holder, member of two or more other county boards or commissions, or employee of the county shall be appointed to serve on the committee.
(c)
Term of office . Initial appointments to the committee shall expire on March 31, 2010 and continue thereafter for two-year terms.
(d)
Meeting dates . The committee will meet at least semi-annually or more frequently as may be required to perform the triennial review required by F.S. § 420.9076(4), as may be amended or transferred, and other duties as assigned by the county council.
(e)
Officers . The committee shall annually elect a chairman, vice-chairman and secretary. The chairman is charged with the duty of conducting the meetings in a manner consistent with law.
(f)
Staff and facilities . Staff and administrative and facility support for the committee shall be provided by the community services department.
(g)
Duties . The committee shall perform all duties required pursuant to F.S. §§ 420.9076(4) and (5), as may be amended or transferred, and as assigned by the county council.
